近期，南方多地發(fā)生大范圍強降雨過(guò)程，部分地區暴雨洪澇、地質(zhì)災害點(diǎn)多面廣、損失嚴重。應急管理部數據顯示，截至6月26日，全國共有26個(gè)省（區、市）遭受洪澇災害，受災人口1374萬(wàn)人次，死亡失蹤81人，緊急轉移安置74.4萬(wàn)人次，倒塌房屋1萬(wàn)余間，直接經(jīng)濟損失278億元。6月28日，國家減災委、應急管理部針對四川、貴州、湖南近期嚴重暴雨洪澇等災害緊急啟動(dòng)國家Ⅳ級救災應急響應，派出工作組趕赴重災區實(shí)地查看災情，指導和協(xié)助地方做好防汛救災工作。
我國是世界上自然災害最為嚴重的國家之一。黨的十八大以來(lái)，習近平總書(shū)記多次就防災減災救災工作作出重要指示，提出了一系列新理念新思路新戰略，為新時(shí)代防災減災救災工作指明了方向。總書(shū)記關(guān)于防災減災救災的重要論述包括：要堅持黨的領(lǐng)導，形成各方齊抓共管、協(xié)同配合的自然災害防治格局；堅持以人為本，切實(shí)保護人民群眾生命財產(chǎn)安全；堅持預防為主，努力把自然災害風(fēng)險和損失降至最低；堅持綜合減災，強化防災減災救災的各項保障；夯實(shí)基層基礎，加強基層防災減災救災能力建設等。

We need to put people first, and value people's lives most in the combat against floods. Governments and departments should make overall arrangements concerning the current COVID-19 pandemic prevention measures as well as flood control, clearly identify responsibilities and combine prevention work with emergency responses. Efforts should be made to strengthen monitoring over the flood situation, to identify potential risks in a timely manner, and to well organize rescue and relief work.
